The Formers, Nuetrals, or even the Lost.
The Lost believe that what the other religions worship as 'gods' are simply mortal mages who found some way to extend their lives into legend. They believe that their is no god, no higher being. The essence that is magic, but is not magic is simply that, an essence, a miasma beyond the world, which encompasses the world. This miasma is both Chaos and Order, and that struggle between these two semi-entities created life. Life is Chaotic in essence, and therefore true Order will separate the individual parts of a man and thus eliminate all life. but in true Chaos, that very same man will be swirled apart and into somethign entirely different, so while life may exist in true Chaos, it would be so fleeting as to never recognise itself as alive.
The Key to maintaining life is a carefull balance of Order and Chaos, but not to much balance, as that represents Order, and thus throws Chaos into an unbalance, which represents Chaos, which balances out the struggle. In this paradox, they exist.
The Formers have no real laws concerning individual life, as they believe that represents Order overcoming Chaos.
Their rituals, both magic and mundane, have some parts which are carefully choreographed and planned, with other parts, seemingly randomly spewed about, in which they strive to represent Chaos with their own actions.
In Battle, one can never know what a Former will do, except to understand that he cannot anticipate anything from the Neutral.
the magic held by the Neutrals includes mediocre healing and damaging powers, as well as a special ability to either separate the materials something is made of or to mix them with other materials. (an axe separates into a brick of bronze(or puddle, or sliver), some string, and a small branch, or else an axe and a swords blade melt together, rendering both weapons useless, just examples).
A uniquely Former ability is the power of their priests to cause someone to reconsider their last decision. This decision may be "Do I eat the turkey or the ham sandwhich?" or "Will you marry me?" Although this power is considerable, they cannot decide what way the decision will change. "Yes" does not always become "No". Sometimes "Yes" becomes "Tomorrow" or "Now".
